Challenge: Overhaul the department’s computer and communications systems to improve information collection, analysis and dissemination. Increase collaboration inside the department and with other law enforcement agencies in order to reduce crime and prevent terrorist attacks

  • Consistently reduce the incidence of major crimes in the city, which declined 60% between 1994 and 2001

  • Prevent terrorist activity, which killed almost 3,000 citizens and emergency personnel, and destroyed the twin towers of the World Trade Center in 2001

  • Improve data analysis and information sharing, by boosting expenditure on computers and communications to $92 million in fiscal 2002, from $9 million in 2001
