The federal agency stumbled in its attempt to trade a paper-based filing system for an electronic one. Experts offer tips on how the agency can regain its balance.

  • Create a case management system with the Department of Justice and the Department of Homeland Security in which at least 80% of the requirements are common.

  • Meet a new timetable to develop the case management system within four years.

  • Avoid sinking more than the $104 million, already spent, on project costs that cannot be recovered.
