Businesb Fourth-largest container port in the United States. Oakland handled
28.9 million revenue-generating tons of cargo in 2002, equivalent to 1.7 million
20-foot containers worth of cargo.

Financials: Revenue rose 4.5% to $206 million in fiscal year ended June
2002. Operating expenses rose 21% to $170.7 million. Operating income of $35.3
million, down from $56.1 million.
Challenge: Secure the port on a limited budget.
Baseline Goals:
Boost amount spent on screening cargo and securing the port, from $4 million spent since 9/11 by port and its tenants.
Eliminate fiscal 2003 projected budget deficit of $17 million, while avoiding further layoffs.
Secure and match federal funds to finish dredging channel to depth of 50 feet by fiscal 2006, at total cost of $293 million.
Complete $1.2 billion of capital improvements by fiscal 2008, including upgrade of container terminals to better handle latest generation of large cargo ships.
