This is the date set by the USA Patriot Act by which financial services and insurance companies should know that all their customers' identities are legitimate or, at very least, must have set up the procedures that will help them quickly verify those customer backgrounds.
At a minimum, what you need to verify about individuals:
Full legal name, address, citizenship, date of birth
Taxpayer identification number
What you need to verify about organizations:
Official legal name and address
Tax ID number
Individuals with signatory powers
