The Business Software Alliance is predominantly targeting small businesses who cannot afford to fend off enforcement actions, according to an Associated Press analysis. BSA, an organization backed by industry heavyweights such as Microsoft, Symantec and Adobe, collected more than $13 million last year in software licensing settlements. AP found that 90 percent of those settlements came from small businesses. BSA says it makes examples out of small businesses since it has a deterrent effect for all companies. Critics say the efforts are hollow since software piracy rates have remained relatively constant for years.
